Ownership rules for foreigners
Since 2019, 100% foreign ownership allowed in most sectors (new foreign investment law). Commercial trading (import/distribution) still requires local agent/distributor. Traditional LLC required 51% Qatari partner - now with MOCI approval can be 100%. Many incorporate via Qatar Financial Centre (QFC) for 100% + English law, but limited activities (consulting, media, sports etc.). Also Qatar Free Zones (near port/airport) - 100% foreign + benefits.
